State of Maryland Fighting Urban Crime
Do you like to walk your dog, ride your bike with a friend, or just sit out on your porch and enjoy the weather? Many of us are blessed with an oppurtunity to live in a safe neighborhood where we don't have to worry about the dangerous sponteniety of crime and chaos occurring on our streets. However, much of the nation is not so blessed. Several states in the United States are encroached by the ever-present ambiance of crime and Maryland is one of the states in the nation with the highest criminal rate. No person should feel endangered in the comfort of their own home. Much of the public feels that crime and its prevention need to be top priorities in Congress. I've promised as senator to do so, I've earned the trust of the people to bring safety, security, and peace to the streets and neighborhoods of Maryland, and now I am dedicating my political career to doing so.

Author: Senator Walker Purpose of Bill: To provide security and safety as it regards to the prevention and decreasing in urban and metropolitan crime throughout the United States. Title: Stricter Curfew & Gun Control Requirements Purpose: Reduce the deliquency rate of minors
1) Due to the Gun Control Act of 1968, the process of getting a gun has been ratified. However, we still deal with the detrimental consequences when possession of these deadly weapons ends up in the hands of young individuals. I have proposed to prohibit persons under the age of 21 to possess a handgun or handgun ammunition with an exception to employment, education, military, and target practicing in which case a firearm license is needed.
2) Persons who possess a gun in the home where a child (children) under the age of 21 is present, a license is required.
3) Peoples under the age of 21, without the accompaniment of an adult, and during weekdays, the curfew is 11 o'clock pm. During the weekends (Saturday and Sunday) curfew for minors is 12 o'clock midnight. Establishing a curfew for minors and reinforcing this curfew will reduce the delinquency rate on urban streets. Title: "The Safe Haven" Purpose: Giving minors and citizens a safe,controlled environment to escape the pressures and instablility of home life.
1) Family status is one of the key criteria that adds to the rising line of urban crime. I've proposed to use 2% of the state’s tax collection to build several community youth community/recreational centers (depending on the population) within the state where adolescents can engage in seminar discussions and psychoanalysis meetings in a monitored environment with professional adults. The purpose of this idea is to keep teenagers off of the streets and give them a place where their opinions are appreciated.
Title: Rehabilitation
1) Often times criminals leave jail more harmful and angrier than they were when they first entered. It is very important that we prepare former law breakers to re-enter into society as law abiding citizens by giving them guidance and providing them with the help they need.
Title: WPA for the 21st Century Purpose: Provide all American citizens with an opportuinty for a better education, create jobs, repare communities, and eventually reducing the criminal rate in urban areas.
1) Its astounding the number of American citizens that do not have a high school or college diploma. During this economic crisis many of those are suffering to make provisions for their household. The inability to pay for an education leads to an increase in poverty and a higher crime rate. In addition to this, the unavailability of jobs adds to an escalating increase in poverty, which in turn raises criminal rates. I've proposed a new program that will guarantee that citizens no matter what race or income have an opportunity to an education and a brighter future. WPA for the 21st Century is a program where citizens offer time and help by participating in renovating and rebuilding communities and giving back some form of service to their country in exchange for credits that pay their way through community college regarding their amount of time and hours spent doing community service. It's time to make a commitment to intensive education programs for disadvantaged citizens to help them break out of the cycle of poverty. "It's common sense to make a method and try it. Be it enacted by the Members of the McG Congress of the United States of America in Congress assembled, SECTION 1. Peace on America’s Streets
This Act may be cited as the “Peace on America’s Streets”
SECTION 2. FINDINGS
Congress finds the following: 1)Highest Crime Rate is in Urban/Metropolitan Areas
2)Crime is a result of poverty, unemployment, poor housing, family status, anomie, and the degree of urbanization
3)Areas, such as inner city communities, suffer the most of poverty, and therefore have the highest crime rate n33% of those arrested were unemployed, and 45% didn’t have a full-time job nAfrican Americans and Latinos have the highest criminal rate than any orientation nTeenagers are the most likely age group to be victimized by violence -Schools -City Streets -Carelessness o76% of Americans would like to see their tax dollars applied to “Crime Prevention 4)Together with community organizations and community members concerned with the safety and welfare ofyouth groups and the unemployed in low income communities have a strong record of demonstrated success in reducing the impact of urban crime and violence 5)The inability to pay for an education leads to an increase in poverty and a higher crime rate. TITLE---- “SAFE HAVENS” in the INNER CITY SECTION 3: PURPOSE
The purposes of this program under this title are to: 1)Address the escalating criminal rate of juveniles 2)Giving minors and adolescents a safe, controlled, and productive environment where they can escape the pressures and instability ambiance of home life 3)To keep teenagers off of the streets and give them a place where their opinions are appreciated 4)Give children the confidence and support to lead productive and cognizant lives
SECTION 4. ELIGIBILITY. The Department of Justice provides federal funding to low-income communities in order to build the safe havens 1)To be eligible to receive grant money, “rescue funds”, under this title, must meet the following: A)Community organizations must be able to pay for 10% of the total price through community tax dollars B)Recruit volunteers C)Maintain a group to volunteer ratio 8:1 -Youth must be between the ages of 15-25 and live in the jurisdiction D)Must offer the following: -Learning Computer Skills Curriculum -Class learning Global/ Political Issues -Psychoanalysis with a professional psychiatrist appointed by the government -Recreational Activities -Studying Hall SECTION 5. TERMS AND BENEFITS OF SERVICE 1)The Department of Justice will distribute a $550,000 grant, “rescue fund”, to get the community center started 2)The above criteria must be met after the duration of one year in order for the community center organization/ city council members to receive an additional $ 10,000 for any renovation done to the center
